It describes how social forces, particularly those of ''decadence'', ''tyranny'' and ''chaos'' can cause political unrest and perpetuate an eternal cycle of social change. = Theory = According to the theory, the progression of civilization is spun in a metaphocal wheel, moved across phases by the forces of ''decadence'', ''tyranny'' and ''chaos'' influencing one another. # Decadence is exploitative, inciting unrest from the underclass. # Tyranny is oppressive and controlled, leading into chaos # Chaos is uncontrolled and messy. According to the theory, this cycle can potentially be stopped or broken.
